This retreat is not just harmful to people; it\u2019s contrary to the administration\u2019s goals to \u201c<a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/01\/WHOSTP-2025-Wins.pdf\">usher in a new Golden Age of American Innovation<\/a><\/span><span style=\"font-weight: 400;\">.\u201d<\/span>\r\n\r\n<span style=\"font-weight: 400;\">After releasing an <\/span><a href=\"https:\/\/www.ai.gov\/action-plan\"><span style=\"font-weight: 400;\">AI Action Plan<\/span><\/a><span style=\"font-weight: 400;\"> last summer designed to \u201cachieve [U.S.] global dominance\u201d in AI, the White House followed up with a <\/span><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/03\/03.20.26-National-Policy-Framework-for-Artificial-Intelligence-Legislative-Recommendations.pdf\"><span style=\"font-weight: 400;\">policy framework<\/span><\/a><span style=\"font-weight: 400;\"> this March charging that \u201cAmerican workers must benefit from AI-driven growth, not just the outputs of AI development, through youth development and skills training, the creation of new jobs in an AI-powered economy, and expanded opportunities across sectors.\u201d Yet, while the government is putting so much effort into accelerating the nation\u2019s adoption of AI, it has halted or cut funding meant to close the digital divide\u2014undermining its stated interest in winning the race for tech supremacy.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The divide between those who do and do not have reliable internet access is an issue that affects urban and rural areas, Tribal lands, red and blue districts, and those young and old. While the impacts of this gap are felt on an individual basis, the responsibility must fall to federal, state, and local governments, as well as businesses and educational institutions, to address it at scale and enable the nation to become truly competitive in the AI space.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Communities across the country are having difficult conversations about the appropriate role for AI in <\/span><a href=\"https:\/\/www.newamerica.org\/insights\/new-trolley-problem\/\"><span style=\"font-weight: 400;\">schools<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2025\/nov\/09\/healthcare-artificial-intelligence-ai\"><span style=\"font-weight: 400;\">doctors\u2019 offices<\/span><\/a><span style=\"font-weight: 400;\">, and beyond. This form of community-driven oversight requires a common foundation of technological access and literacy. This goes beyond just basic familiarity with AI tools or the risks that consumer-facing AI poses. It also requires <\/span><a href=\"https:\/\/datasociety.net\/points\/building-civic-strength-for-an-ai-era\/\"><span style=\"font-weight: 400;\">equipping people<\/span><\/a><span style=\"font-weight: 400;\"> with the tools to shape AI policy outcomes\u2014whether that\u2019s how AI is used in classrooms, how chatbots affect mental health, or how the construction of a data center impacts their community.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Conversations around the digital divide are also happening at a national scale, as it remains a persistent and <\/span><a href=\"https:\/\/www.belfercenter.org\/sites\/default\/files\/pantheon_files\/files\/publication\/TAPP-Francella_Impact%20of%20the%20Digital%20Divide_Final_220516.pdf\"><span style=\"font-weight: 400;\">inequitable obstacle<\/span><\/a><span style=\"font-weight: 400;\"> to our economic health and national competitiveness. According to the <\/span><a href=\"https:\/\/www.pew.org\/en\/research-and-analysis\/articles\/2024\/07\/24\/voices-from-americas-digital-divide\"><span style=\"font-weight: 400;\">Pew Research Center<\/span><\/a><span style=\"font-weight: 400;\">, 20 percent of veterans, 22 percent of people with disabilities, and 22 million Americans over the age of 65 lack an internet connection, cutting them off from basic services and opportunities. When schools were shuttered in March 2020 due to the COVID-19 pandemic, 30 percent of students\u2014<\/span><a href=\"https:\/\/www.commonsensemedia.org\/sites\/default\/files\/research\/report\/common_sense_media_report_final_7_1_3pm_web.pdf\"><span style=\"font-weight: 400;\">15 to 16 million total<\/span><\/a><span style=\"font-weight: 400;\">\u2014lacked the internet access or devices to sustain learning from home. Research indicates that students without online learning earn less over their lifetimes, representing a potential <\/span><a href=\"https:\/\/www.bcg.com\/publications\/2021\/digital-access-in-united-states-education\"><span style=\"font-weight: 400;\">total GDP annual loss of $22 billion to $33 billion<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Even as the digital divide persists, U.S. policy is now undermining efforts to address it. The last year has seen numerous federal proposals to withhold funding for closing the gap, or worse, to hold these efforts hostage. In October, <\/span><a href=\"https:\/\/www.ntia.gov\/speech\/testimony\/2025\/remarks-assistant-secretary-arielle-roth-hudson-institute\"><span style=\"font-weight: 400;\">Arielle Roth<\/span><\/a><span style=\"font-weight: 400;\">\u2014the administrator of the National Telecommunications and Information Administration (NTIA), responsible for overseeing the <\/span><a href=\"https:\/\/broadbandusa.ntia.gov\/funding-programs\/broadband-equity-access-and-deployment-bead-program\"><span style=\"font-weight: 400;\">$42.5-billion Broadband Equity, Access, and Deployment (BEAD) program<\/span><\/a><span style=\"font-weight: 400;\">\u2014announced that states with broadband affordability laws might lose billions in federal funding for broadband infrastructure. Roth\u2019s ultimatum, coercing states to choose between enforcing their own laws to help low-income folks get affordable internet service or using BEAD to expand internet access, is built on <\/span><a href=\"https:\/\/communitynetworks.org\/content\/experts-withholding-bead-funds-because-state-affordability-laws-shaky-legal-ground\"><span style=\"font-weight: 400;\">legally dubious grounds<\/span><\/a><span style=\"font-weight: 400;\"> and effectively prioritizes internet service provider profits over access to an essential service.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">At the same time, the administration has also <\/span><a href=\"https:\/\/www.techpolicy.press\/trumps-cancellation-of-digital-equity-act-programs-will-perpetuate-the-digital-divide\/\"><span style=\"font-weight: 400;\">halted Digital Equity Act programs<\/span><\/a><span style=\"font-weight: 400;\"> specifically meant to support state programs that help communities get online. Meanwhile, NTIA has introduced <\/span><a href=\"https:\/\/statescoop.com\/ntia-delays-guidance-bead-nondeployment-funds\/\"><span style=\"font-weight: 400;\">uncertainty<\/span><\/a><span style=\"font-weight: 400;\"> as to whether states will be allowed to spend BEAD funds on some of the eligible uses that Congress named, including digital upskilling, digital adoption, and affordability programs.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, the White House <\/span><a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/12\/eliminating-state-law-obstruction-of-national-artificial-intelligence-policy\/\"><span style=\"font-weight: 400;\">tried repeatedly<\/span><\/a><span style=\"font-weight: 400;\"> in 2025 to force states into not passing or enforcing AI laws or regulations that the administration deems \u201conerous,\u201d under penalty of losing part of their BEAD funding for getting people online. These efforts push another unnecessary rock-and-a-hard-place decision onto states: protect their residents from potential AI harms or help them <\/span><a href=\"https:\/\/www.newamerica.org\/insights\/comments-to-the-ntia-on-the-use-of-bead-funds-leftover-after-broadband-deployment\/\"><span style=\"font-weight: 400;\">gain the tools and skills necessary<\/span><\/a><span style=\"font-weight: 400;\"> to benefit from the internet. This ultimatum is unpopular with state <\/span><a href=\"https:\/\/www.ipsos.com\/en-us\/most-americans-support-government-regulation-ai\"><span style=\"font-weight: 400;\">residents<\/span><\/a><span style=\"font-weight: 400;\"> and state <\/span><a href=\"https:\/\/www.naag.org\/press-releases\/bipartisan-coalition-of-36-state-attorneys-general-opposes-federal-ban-on-state-ai-laws\/\"><span style=\"font-weight: 400;\">governments<\/span><\/a><span style=\"font-weight: 400;\">, and could <\/span><a href=\"https:\/\/www.techpolicy.press\/the-ai-moratorium-could-gut-state-tax-revenues-and-give-fraudsters-a-pass\/\"><span style=\"font-weight: 400;\">hobble states\u2019 abilities<\/span><\/a><span style=\"font-weight: 400;\"> to create and enforce AI safeguards if a similar requirement persists in future legislation.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Even as AI continues to spread, with the <\/span><a href=\"https:\/\/www.washingtonpost.com\/technology\/2026\/02\/09\/trump-administration-ai-push\/\"><span style=\"font-weight: 400;\">U.S. barreling full speed<\/span><\/a><span style=\"font-weight: 400;\"> toward implementing technological and AI solutions for its own operations and for <\/span><a href=\"https:\/\/www.aarp.org\/social-security\/ai-customer-service\/\"><span style=\"font-weight: 400;\">constituents\u2019 interactions with the government<\/span><\/a><span style=\"font-weight: 400;\">, nearly <\/span><a href=\"https:\/\/digitunity.org\/32-9-million-people-cant-access-critical-us-government-services-due-to-lack-of-a-computer\/\"><span style=\"font-weight: 400;\">33 million Americans can\u2019t access those services<\/span><\/a><span style=\"font-weight: 400;\"> because they don\u2019t have a computer.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">U.S. businesses and institutions are already <\/span><a href=\"https:\/\/www.pewresearch.org\/social-trends\/2025\/02\/25\/workers-views-of-ai-use-in-the-workplace\/\"><span style=\"font-weight: 400;\">incorporating AI in the workplace<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.newamerica.org\/education-policy\/briefs\/foundational-skills-digital-literacy-in-the-age-of-ai-analysis-and-voices-from-the-field\/\"><span style=\"font-weight: 400;\">accelerating its use in classrooms<\/span><\/a><span style=\"font-weight: 400;\">. Access to and adoption of the <\/span><a href=\"https:\/\/broadbandbreakfast.com\/jessica-dine-we-have-the-tools-to-head-off-the-newest-digital-divide\/\"><span style=\"font-weight: 400;\">internet and digital tools<\/span><\/a> are a pre-condition <a href=\"https:\/\/www.ncta.com\/news\/cory-gardner-nctas-core-ai-vision-state-of-the-net\"><span style=\"font-weight: 400;\">for AI literacy<\/span><\/a><span style=\"font-weight: 400;\">. As AI evolves, laws and regulations that protect the public interest will be vital for <\/span><a href=\"https:\/\/www.stimson.org\/2026\/america-is-running-the-wrong-ai-race\/\"><span style=\"font-weight: 400;\">consumer trust<\/span><\/a><span style=\"font-weight: 400;\"> and continued American economic competitiveness.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Most importantly, AI literacy is necessary for the future of our democratic structures. To serve the public interest\u2014rather than the profit motives of large entrenched technology companies\u2014we must have a technologically conversant and skilled population to help set guardrails and principles for the AI ecosystem. We all need to understand AI better if we\u2019re going to both harness its power for good and prevent potential harms.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The push to accelerate national AI development while kneecapping programs to bring people online limits the future prospects of the communities most in need, and self-sabotages our economic growth and competitiveness as a nation. However you define winning, it\u2019s only by getting more people meaningfully connected that we ultimately win the technological race.
